The state of Illinois has a number of legislative initiatives that attempt to combat the effects of homelessness.

The Mckinney-Vento Act and the Education for Homeless Children Act lay our provision to facilitate the education of homeless children. This includes providing transport, as well as other support services to enable homeless youths to pursue success in education.

Specific to Champaign-Urbana:

In 2003, the Champaign Continuum of Care published a Ten Year Plan to End Chronic Homelessness with the goal of establishing housing options and community supports that will greatly reduce the amount of chronically homeless residents.

The Champaign Continuum of Care also conducts an annual survey to attempt to measure the average number of homeless people who reside in the Champaign-Urbana area.
